Out of the heart are the issues of life (Prov 4:23), for as a man “thinketh in his heart, so is he (Prov 23:7). If then the heart is in the hand of the Lord, and if ‘He turneth it whithersoever He will,” is it not clear that men, yea, governors and rulers, and so all men, are completely beneath the governmental control of the Almighty!”
